وَأَمَّا السَّائِلَ فَلَا تَنْهَرْ

فَلَا

then (do) not
تَنْهَرْ

repel
Transliteration
Wa am mas saa-ila fala tanhar
Translation
And as for the petitioner, do not repel [him].

And do not rebuke the needy beggar.
