إِلَى فِرْعَوْنَ وَمَلَئِهِ فَاسْتَكْبَرُوا وَكَانُوا قَوْمًا عَالِينَ

Transliteration

Ilaa Fir'awna wa mala'ihee fastakbaroo wa kaanoo qawman 'aaleem

Translation

To Pharaoh and his establishment, but they were arrogant and were a haughty people.

Verse interpretation (Tafsir)

I sent them both to Pharaoh and the noblemen of his people, but they displayed arrogance and did not submit to believing in them. They were a people who imposed themselves upon people by subduing and oppressing them.
