ثُمَّ اسْتَوَى إِلَى السَّمَاءِ وَهِيَ دُخَانٌ فَقَالَ لَهَا وَلِلْأَرْضِ ائْتِيَا طَوْعًا أَوْ كَرْهًا قَالَتَا أَتَيْنَا طَائِعِينَ

Transliteration

Summas tawaaa ilas-samaaa'i wa hiya dukhaanun faqaala lahaa wa lil ardi'tiyaaa taw'an aw karhan qaalataaa atainaa taaa'i'een

Translation

Then He directed Himself to the heaven while it was smoke and said to it and to the earth, "Come [into being], willingly or by compulsion." They said, "We have come willingly."

Verse interpretation (Tafsir)

Then Allah (may He be glorified) resolved to create the sky at a time when it was smoke, saying to it and the earth, “Submit to My command willingly or be forced, it has to be one of the two, They said, “We come willingly; O our Lord! We have no wish except your wish.”
