وَلَا تَجْعَلْ يَدَكَ مَغْلُولَةً إِلَى عُنُقِكَ وَلَا تَبْسُطْهَا كُلَّ الْبَسْطِ فَتَقْعُدَ مَلُومًا مَّحْسُورًا

Transliteration

Wa laa taj'al yadaka maghloolatan il 'unuqika wa laa tabsut haa kullal basti fataq'uda maloomam mahsooraa

Translation

And do not make your hand [as] chained to your neck or extend it completely and [thereby] become blamed and insolvent.

Verse interpretation (Tafsir)

Do not withhold your hand from spending, and do not be wasteful when spending, if you do, you will be blameful amongst the people for your miserliness, or you will become uable to spend due to your extravagant expenditure.
