Surah Al-Mu'minun 23:18 — translation and meaning

ۖ وَأَنزَلْنَا مِنَ السَّمَاءِ مَاءً بِقَدَرٍ فَأَسْكَنَّاهُ فِي الْأَرْضِ وَإِنَّا عَلَى ذَهَابٍ بِهِ لَقَادِرُونَ
Word by Word
Transliteration
Wa anzalnaa minas samaaa'i maaa'am biqadarin fa-askannaahu fil ardi wa innaa 'alaa zahaabim bihee laqaa diroon
Translation
And We have sent down rain from the sky in a measured amount and settled it in the earth. And indeed, We are Able to take it away.
Verse interpretation (Tafsir)
I sent down rain from the heavens according to the need toward it; not in excessive amounts that cause ruin, nor too little that is insufficient. I allow it to settle on earth so that the people and animals can take benefit from it. Otherwise, I am capable of causing it to wash away, in which case they would not be able to benefit from it.
